\nEach year the U.S. Chamber of Commerce Foundation analyzes
\ndata to determine what states have done over the previous year to create jobs
\nand expand the economy.  The analysis is
\nbroken down into two parts, one that discusses what states should<\/u><\/i> be doing and one that details what states are<\/u><\/i> doing and then ranking the
\nstates using a performance, data-driven model. 
\nThe Chamber calls the annual report, Enterprising
\nStates<\/i>, and provides a copy of the 2013 analysis HERE<\/a>.<\/div>\n

<\/p>\n

\nThis year Enterprising
\nStates<\/i> focuses on the importance of supporting small business as a means of
\neconomic development and job creation in the United States.  Historically, small businesses have been the
\ncountry\u2019s primary job creator, but following the latest recession these
\neconomic engines have failed to return to their traditional roles.  The Chamber warns that, \u201c[p]olicymakers
\nignore small business at their own peril and that of the economy.\u201d  <\/div>\n

<\/p>\n

\nLast year, only 16% of small businesses added employees and
\nbusinesses five-years-old or younger now employ just 8% of the total work
\nforce, which is a decrease of 33% over the past two decades.   Small and new businesses continue to
\nstruggle in the post-Great Recession economy for a number of reasons, including
\nsignificantly lower consumer spending and reduced lending by community
\nbanks.  These factors contribute to a
\nless than rosy outlook by small business owners.  The U.S. Chamber surveyed small businesses in
\nJanuary 2013 and found more than half expected business to be worse over the
\nnext two years.  This is more than twice
\nas high as the same survey revealed a year earlier.  Lower optimism results in fewer new hires,
\nsmaller investment and more defensive operations.<\/div>\n

<\/p>\n

\nIf small and new businesses are not adding jobs, what can
\nstates do to encourage small and new business startups?  The U.S. Chamber recognized ten initiatives
\nthat appear to be working to support and grow small and new businesses in the
\ncountry.  <\/div>\n

\nplan competitions<\/b> \u2013 identify and assist entrepreneurs turn ideas in start
\nups.<\/div>\n

<\/p>\n

\nAccelerator
\ninitiatives<\/b> \u2013 programs that assist startups become stand-alone companies.<\/div>\n

<\/p>\n

\n\u00b7        
\nEconomic
\ngardening initiatives<\/b> \u2013 provide resources to existing firms so they can
\nexpand.<\/div>\n

<\/p>\n

\n\u00b7        
\nEcosystem
\ninitiatives<\/b> \u2013 focus programs and projects on areas where a concentration of
\nlike-mission companies exist.<\/div>\n

<\/p>\n

\n\u00b7        
\nWorkforce
\ndevelopment initiatives<\/b> \u2013 help business train and locate qualified employees.<\/div>\n

<\/p>\n

\n\u00b7        
\nSeed and
\nventure capital<\/b> \u2013 provides access to funding to help replace diminished
\navailability of bank loans.<\/div>\n

<\/p>\n

\nNetworking
\nand collaboration initiatives<\/b> \u2013 match small business with mentors in large
\nbusiness and higher education.<\/div>\n

\ntrade<\/b> \u2013 reaching new global markets is vital for start ups and small
\nbusiness<\/div>\n

\nStreamlined
\nstate administrative processes<\/b> \u2013 efforts to eliminate rules, regulations
\nand uncertainty<\/div>\n

\ninvestment<\/b> \u2013 high speed online access is critical being competitive<\/div>\n

\nThankfully, Arkansas utilizes many of these initiatives, but
\nunfortunately many lack sufficient funding to be fully implemented on a
\nstatewide basis.  A future blog post will
